Justice Kennedy granted a last minute temporary stay of execution [JURIST report] Tuesday night for Clarence Hill [NCADP advocacy letter], and the full Court on Wednesday made the stay permanent and agreed to hear Hill's case. Hill argues that the three chemicals used in Florida lethal injections do not fully anesthetize inmates and therefore constitute cruel and unusual punishment, but in granting certiorari the Court limited its consideration of the case to procedural issues.
