On Monday, members of the 9/11 Commission also expressed concern [CBS News report] that the Bureau hasn't made enough progress [official FBI response] in restructuring and reorganizing since the 9/11 attacks. The battle over reforming the FBI will heat up in the coming weeks as the full House gets the budget to vote on, and the Justice Department and White House finalize their own recommendations for change.
