Agreement Between the United Nations and the Royal Government of Cambodia Concerning the Prosecution Under Cambodian Law of Crimes Committed During the Period of Democratic Kampuchea [setting up a UN-backed tribunal that will put leaders of the Khmer Rouge regime on trial for genocide and crimes against humanity].
