On November 7, 2006, Missouri voters approved Constitutional Amendment 2 by a vote of 51 to 49 percent. The amendment prevents state authorities from criminalizing the use of stem cells in certain techniques such as therapeutic cloning. It drew heavy support from Missouri's major urban areas, St. Louis and Kansas City, apparently pushing it over the top despite the fact that a majority of voters in 90 out of Missouri's 114 counties voted against it.
