Arab League head says Iraq constitution ‘recipe for chaos’

[JURIST] Arab League Secretary-General Amr Moussa [official profile] has called parts of the draft Iraqi constitution [pre-revision translation; AP summary of revisions] a "recipe for chaos" and said that the draft denies Iraq's "Arab identity." Moussa told BBC's World Today program that he was concerned about the lack of consensus on the draft. During negotiations, Shiites and Kurds were able to reach an agreement on the charter, but Sunni negotiators have yet to sign the draft [JURIST report]. As Sunni Arabs protested in Tikrit [JURIST report] Monday, thousands of Shiites gathered in Baghdad to show their support for the document. The country will vote on it in a referendum on October 15.
