Navy relieves Guantanamo Bay base chief of command Alexandria Samuel at 10:48 AM ET [JURIST] The commanding officer of the US naval base at Guantanamo Bay [official website] was relieved of his duties Saturday and transferred to another base. Capt. Leslie J. McCoy [Navy profile], base commander since March 2003, was dismissed amid allegations of inappropriate management practices.
