Putin reverses position, allows parliamentary inquiry into school standoff Chris Buell at 1:42 PM ET Russian President Vladimir Putin agreed Friday to allow a parliamentary investigation into the events surrounding the deadly hostage crisis last week in the south of the country. Putin previously agreed to an internal investigation, but had opposed another inquiry, calling it unnecessary. The investigation will be carried out by the Federation Council, the upper house of the legislature.
