Guantanamo Bay prisoners Bernard Hibbitts at 9:20 PM ET [JURIST] New York monitoring group Human Rights Watch [advocacy website] said Thursday in a letter to Secretary of Defense Donald Rumsfeld that the United States has no legal basis for continuing to hold captured Taliban soldiers at Guantanamo Bay.
