IAEA on North Korean breach of nuclear non-proliferation obligations

[JURIST] The International Atomic Energy Agency's Board of Governors Wednesday held North Korea in "non-compliance" with its nuclear safeguards obligations under the Nuclear Non-Proliferation Treaty and other accords, and referred the matter to the UN Security Council.
