Federal Communication Commission, United States of America, US Court of Appeals for the Second Circuit, June 4, 2007 [vacating a FCC order against Fox Television and holding that the FCC's "fleeting expletives" standard violated the Administrative Procedure Act because it was a significant departure from policy positions previously taken by the FCC and relied on by the broadcast industry]. WWI gas attack on Canadians led to first chemical weapons ban

On April 24, 1915, the German army used chlorine gas against Canadian troops at Ypres. Gas was later employed by British and French forces against the Germans.
